Building Maturity Assessment Platform for Togo's Administrations

The Problem

Digitalizing a government isn't one project, it's hundreds — and not every administration is starting from the same place. Some already have functioning digital systems; others are running entirely on paper. Without knowing which is which, ATD would be prioritizing digitalization efforts based on guesswork instead of evidence.

The brief was direct: design and build a platform where every administration fills out a maturity assessment, and turn each response into an automated report the decision-making team could use immediately — no manual compilation, no waiting on a third party to crunch the numbers.

The Approach

The trickiest constraint wasn't visual, it was organizational: the questions themselves belonged to the decision-maker team, not to design or engineering — and they needed the freedom to change or expand the assessment without filing a development ticket every time.

That shaped the core architecture decision: rather than hard-coding the form, I built the front end to render dynamically from a JSON structure, and paired it with form.io so the decision-maker team could build and edit the assessment themselves using form.io's own form builder. They design the questions; the platform renders them. Updating the survey became a content change, not a code change.

Building the Platform

On the administration's side, the experience is intentionally simple: a static landing page introduces the assessment, and the form itself — generated from the decision-maker team's form.io JSON — walks them through it.

On the decision-maker's side, a dashboard surfaces every submission in one place, with the ability to export the full dataset to Excel for the data science team to analyze — closing the loop from "an administration answered a survey" to "here's a working dataset."

Each completed assessment also triggers an automatically generated PDF report for that specific administration — giving both the administration and ATD a concrete, shareable artifact instead of a row buried in a spreadsheet.

The Output: An Automated Maturity Report

Each submission triggers a generated PDF report, built around a scoring methodology of 106 weighted questions across four maturity levels — from Faible (early-stage) to Très Élevé (optimized and adaptive). The report gives each administration a single overall maturity index, then breaks that score down two ways: by maturity level, and across nine governance dimensions — from Vision & Strategy and Cybersecurity to Digital Ecosystem and Legal Framework.

The goal wasn't just to hand back a number. It was to make the shape of an administration's maturity legible at a glance — where they're strong, where the gaps are, and which of the nine dimensions need attention first.
